Investigation finds Trail Council Code of Conduct violations

The City of Trail is announcing the findings of a third-party investigation into three complaints that were filed by Council members in June 2021 alleging violations of the City’s Violence in the Workplace and Council Code of Conduct policies.

Two complaints, one filed jointly by Councillors Dobie, Gattafoni Robinson and Jones, and the other by Councillor Cacchioni against Mayor Pasin, allege that Mayor Pasin violated the Violence in the Workplace and Council Code of Conduct policies by treating them with disrespect and for the bullying and harassment of Councillor Cacchioni in a series of Closed Council meetings held in June 2021. 

The third complaint, filed by Councillor Cacchioni against Councillor Santori, alleges that Councillor Santori violated the Violence in the Workplace and Council Code of Conduct policies by statements and behaviour at Closed Council Meetings in October 2020 and June 2021 that Councillor Cacchioni considered to be threatening, abusive and harassing.

The investigator determined that the Violence in the Workplace policy did not apply to interactions amongst Council members and focused the assessment on the Council Code of Conduct policy. 

Regarding the two claims against Mayor Pasin submitted by Councillors Dobie, Gattafoni Robinson and Jones, and by Councillor Cacchioni, the investigator determined that Mayor Pasin violated the “Respect” and “Integrity” sections of the Council Code of Conduct and did not behave in a manner that would promote public confidence.  Regarding the other claim submitted by Councillor Cacchioni, the investigator also determined that Councillor Santori breached the “Respect” section of the Council Code of Conduct in his comments and behaviour towards Councillor Cacchioni.
