Below are 49 categories into which I put people’s responses to the question, What should Rossland spend MORE money on?

"Bear proof garbage cans - bears should not be dining out downtown. Creates a hazard to people and habituates the bears to eating garbage and wanting to be near a populated area. Not just funding for information distribution, I want to see definite bear related improvements / changes. Homes with unattended fruit trees should be contacted / canvassed directly by Bear Aware to alert them to the problem their yard poses and what options their are (volunteer fruit pickers). Often people have good intentions but never get around to picking up the phone - Bear Aware could facilitate that change by meeting the homeowner and setting up a picking time."

"The most critical infrastructure (after the basics) that a municipality can deliver is fibre to the home and business which can be utilized by one or many service providers. Make sure there is budget to figure this out."
Business incubator to attract small business
"Let's try to attract small businesses to set up shop here. Maybe with a focus in small high-tech firms (that could take advantage of our fiber internet backbone). We've got a great location that many people want to live in, we just have to attract self-starters here. Maybe give them free office space for a year, try to co-ordinate with universities to create a program where students from various faculties get credit for coming here for a term to come up with a business plan."

Bylaw enforcement (including dogs, noise, pollution) and bylaw education
"Many of our bylaws are intended to improve the quality of life in Rossland: picking up dog poop, limiting outdoor burning/smoke production, 'NO idling" so that Rossland's air is cleaner and we don't waste energy and emit excessive greenhouse gases ... but many people flout these bylaws and would be much less likely to do that if we had some enforcement happening. I even see dog shit on the downtown sidewalks where we aren't supposed to have dogs at all."

"I would like the City of Rossland to spend money on recreation with Trail. I do not like how Rossland is independent from Trail. The question that was asked during our last vote was not clear and basically asked if we wanted to pay more taxes to be part of the recreational programme with Trail. I do not recall being asked if I wanted to pay for many of the things that Rossland is paying for and it seems obvious that the question was worded so that the citizens would vote 'no'. The fact that some citizens are getting some money so that they do not have to pay double to go to the Trail Aquatic Center does not seem fair and equitable. It is great that children and others get some funding to go to the pool but what about seniors or people who need to go to the pool for pain relief?"

"I am glad that Rossland is very conscious of disabled citizens, but the amount of handicap parking per capita that has suddenly appeared is a little ridiculous. Does the one establishment (The Garage Restaurant) which features customer parking, also need handicap parking on the street? With snow removal taking up an additional space on each block on each side, there is nowhere for consumers to park during busy times. I have certainly driven through town and, upon finding no parking at all, decided "maybe i'll get groceries tomorrow". i wonder how many tourists passing through also continue on to the next town when they encounter no parking, instead of enjoyiNG a clansey's muffin... for example."

"To create a more car free community via a regular public transit shuttle (could be offset by parking charge at the hill) or a gondola from town that would elimnate the need for self driving to the hill, create a summer tourism industry to place hikers/bikers and viewers at the top of the mountain and increase all the home prices dramatically in town (and therefore the tax base for the town)"
Recreation- Arena and Curling Rink
"Perhaps parks & rec could charge minor hockey a little bit more. Relatively speaking, the cost of ice rental for minor hockey in the Kootenays is very, very low. When peewee and bantam house teams can consistently afford 2 hour ice slots with an ice clean half-way, there is too much subsidizing happening. Standard minor hockey ice slots across BC are an hour 15 to 1.5 hours."
Recreation—Swimming at either Star Gulch or Ophir reservoirs
"Create a community swimming place at either reservoirs (centennial or Ophir) People are using Ophir already, it's beautiful and secluded but centennial would serve the community best.)"
[Note: Council's most recent strategic plan directs city staff to work towards a solution with IHA and other authorities. So far, it seems swimming at Star Gulch will work out so long as the city's water comes exclusively from Ophir. Then the city will have to consider issues such as beaches, rules, access, liability, and so on.]

"I think our trail system adds so much to our community and is also a huge draw for tourists. I can't state enough that much more money should be spent on trails. Maybe pave Centennial to make it handicapped accessible or at least make it a smoother surface for wheelchairs. Make more trails that are family friendly. Use BlackJack to make a whole family friendly network of trails there in the summertime. More connecting trails in town so you can go through town without having to go on pavement. A singletrack trail that is easy to ride up from Paterson."

The area beside the Hostel is a great example of a small space that could be made much more attractive with some large rocks for seats, a bit of shade plantings. I'm thinking like the HGTV shows like Yard Wars or something like that. Maybe even a design submission and display board at the site (like the walls they put up around city construction sites) so people can see the options and vote. I would volunteer my time to organize such an endeavour."

downtown there is less area to park in - and I think you need to address this - especially when you see or hear people saying they will go to trail because there is no place to park - the mountains of snow downtown should be dealt with quicker - sofar this year I have found that they don't seem to be plowing the roads back and removing snow on some of the corners making intersections particularly dangerous - I find with not being able to put down deicer on the sidewalks that the city should try and do more to keep downtown sidewalks safer! gravel doesn't seem to be working and the businesses have no way to get rid of the ice accumulation without deicer or physical labour! when they should be worrying about running their business not shovelling"

Which brings us back to our
Which brings us back to our original topic: Amalgamation.
Since the present system doesn't allow for proper representation, I would love to see a new government that would allow and encourage de-amalgamation in areas such as ours. That's worth fighting for!

I should have specified BC government:
MOE: Ministry of Education. Funding is ultimately determined by the Minister of Finance.
Or were you waxing philosophic and suggesting that we are all ultimately the rulers of our own destiny? :)

Philosophy gives me the questions, but where in heck do I find the answers?
I believe that refering to governments as "them" invites distancing ourselves from "them" leaving us with a feeling of being helpless and at the mercy of "their" decisions..
Governments tell us that "taxpayers are not willing to pay any more" and we nod in agreement as we organize bake sales for daycare centres while government spends more and more of "its" money on PR and such.
Eventually, one of these years (that's the philosopher in me speaking) there will be a grassroots movement calling for more taxes.
Amalgamation

And then again, it might not.
Andrew Sancton's "Merger Mania: The Assault on Local Government." (McGill-Queen's University Press, 2000).
Sancton is a Rhodes scholar with a doctorate of philosophy in politics.
The book examines:
- Municipal amalgamations in the US from 1854-1942;
- The Era of Big Government: 1960s and 1070s
- The Decline of the Consolidationist Movement in the United States, the Emrgence of "Public Choice," and the "New Reginoalism;"
- Amalgamations in the 1990s (New Zealand, Australia, Great Britain, Nova Scotia, Ontario);
- Toronto's Megacity (staffing issues, financial implications, and governance);
- More Change in Ontario: Ottawa, Hamilton, Sudbury, and Toronto.
The topic of amalgamation where municipalities are in close proximity is never far from the surface. Sancton examined larger units than the municipalities of the Greater Trail Area, but the principles at work are the same.
Anybody who seriously considers amalgamation as an option should get the book and read it.
bad marriage
There is no finer example of a caustic amalgamation than school district 20. It was only 17 years ago (1996) when Castlegar Area (9) and Trail area (11) hitched up. District 9 had planned well, District 11 was at war over:
1) the Trail Middle School (too small, why disrupt every school in Trail and Rossland?, parents didn't want it!)
2) Bad blood over the closing of Trail Junior High School.
Few of us remember that, till the mid-60's, Rossland was a separate school district. We joined district 11 with the promise that we could keep K-12. What has that partnership cost us?
Over the past 17 years, Castlegar's population has grown, Rossland's population has remained stable but gotten younger, and Trail's has decreased and aged. Though the demographic in SD20 has shifted, the structure of representation remains the same: 3 trustees in the North end (Castlegar area), 6 in the South end (Trail area). This makes for difficulties, as the Trail trustees currently represent fewer families with kids. Sorry if this hurts. Now, how can we move forward?
I am hoping that the Board of Trustees and the Staff of SD20 will (finally) recognize the message that our government has been quietly and consistently sending us, for over 10 years. Education funding will not be coming exclusively from the government. Communities and parents will be required to kick in. Rally as you like, there will be no return to the old level of funding. The districts that have woken up to this reality are doing much better, their students are not suffering, their schools stay open in their communities. Their parents pay for extras, their communities partner to reduce operational costs of education and those families who choose to live outside the urban areas pay for busing. By contrast, those districts who somehow expect that provincial funding (whoever is power) will be re-established, are just sticking their heads further into the sand. These districts will continue to close schools and dig themselves further into the sand hole. Robson and Fruitvale will be next, then Webster.
The philosophical purpose of amalgamation assumes that partners can collaborate to mutual benefit. Honest respect and willingness to plan together is required for a successful ongoing relationship. It will require generosity on the part of all our SD20 communities in order to stay together in this amalgamation. Can we do it? Is it too late?
Bigger is bigger for sure, better only maybe

The point easily overlooked in an amalgamation, and the school district is an excellent example, is that concentration of decision-making power is what amalgamation achieves first and foremost. It changes the citizen-representative ratio. Instead of 10 elected officials, each representing 1,000 people, debating 10 different points of view and 10 different priorities to come up with a compromise, you end up with 1 elected official representing 10,000 people and deciding what "the will of the people" is.
The other point is that public administrations are right triangles. The hypotenuse is size of the organization and the CAO sits atop the altitude. The altitude lengthens in proportion to the hypotenuse, and the longer the altitude the greater the number of intermediate management positions.
And to close, a question on your comment about the government putting a lid on education funding, leaving parents to make up the difference: who is the government?

I'd like to echo this statement. To say that 'the government' won't be putting any more money into education so 'we must' doesn't make logical sense since we are the government and government money is already our money. The truth is that districts that can supplement the public system will ineveitably be richer districts and those who suffer through an inability to supplement will be the poorer ones. So children of the rich will to better and children of the poor will be worse off.
The two key issues here are 1) democracy (Rossland can't get proper representation on the board under this system due to its size) and 2) fairness for all kids.
The only rational solutions are 1) an independent school district and 2) living within the current funding formula while working to elect a new provincial government AND advocating for better funding for children in all areas of the province.
The grounds for a 'divorce' between Rossland and SD20 are irreconcilable differences: we have fundamentally different values around how to raise our young. Rossland believes in raising children in community while Trail does not. So let us go our separate ways.
