CAO Victor Kumar resigns, replacement already named

Long circulated rumours were confirmed on Thursday by the agenda for the Sept. 4 regular council meeting: Chief Administrative Officer (CAO) Victor Kumar has resigned. The agenda also names Kumar's successor: Ms. Cecile Arnott.
Arnott will vacate her current position as Chief Financial Officer for Grand Forks and will assume her new position as Rossland's CAO on Oct. 1.
The CAO, or city manager, is the highest ranking member of Rossland's city staff, manages daily operations, and reports between city staff and council.
Council will vote on Sept. 4 to declassify minutes from the closed (in camera) meetings of June 11 and June 27 regarding Kumar's resignation and the appointment of Arnott. The agenda package does not provide additional information beyond the agenda item for a "Declassified Resolution."
We asked the city about the hiring process: How was the position advertised and how were candidates assessed?
We can assume the city undertook a thorough search for the position and screened multiple candidates, but we wonder how this proceeded given the non-disclosure of Kumar's decision to resign—presumably made before the June 11 in camera meeting. To our knowledge, there has been no public mention of the job vacancy.
We also asked the city when Arnott will be at liberty to accept an interview.
We were told no further information will be available until council votes to disclose the in camera minutes on Sept. 4.
